Putin Bans Transsexuals From Driving
Russian lawyers have attacked new draconian road safety rules which ban transsexuals from receiving driving licenses. In a bizarre amendment to the law, transsexualism and transvestism are named as health conditions that could be dangerous to drivers.
The new rules are listed in a decree on road safety, signed by PM Dmitry Medvedev, aimed at reducing fatalities from traffic accidents by banning those with certain disabilities from driving.
Groups now barred from driving include limb amputees, those with hereditary eye diseases, and people shorter than 150cm (4’9″).
Also banned are those suffering from what the law named “personality and behavior disorders,” including “disorders of sexual preference.”
Fetishism, exhibitionism, and voyeurism are also deemed unsafe, as are “disorders” associated with sexual development and orientation.
And the new law does not only target sexual vices. Gambling addicts and kleptomaniacs may also be denied licenses.
The law does not describe how an individual’s sexual preference might impede their ability to drive safely. Nor is it clear how the laws would be enforced.
But a Russian lawyer organization has warned that it would allow the authorities to intrude into individual’s privacy and even open the way for “denunciations” of genderqueer individuals to the police.
The Association of Russian Lawyers for Human Rights warned that the law effectively bans “all transgender people, bigender, asexuals, transvestites, cross-dressers, and people who need sex reassignment” from driving.
